The server doesn't call it, because it would violate the rules of chess.  The
side repeating the position for the 3rd does not _have_ to claim a draw, any
more than the side making the last move to satisfy the 50-move rule draw has to
claim a draw...  it is optional.  If you want a 3-fold rep draw, or a 50-move
rule draw, you have to send "draw" after repeating the position...
