I would suggest posting to news:comp.arch.* newsgroups. I suspect you will find more hardware guys over there. You have no chance of succeeding without chess experts and chess programmers. You should reduce your request to this forum to a request for chess programmer help. I suggest news:rec.games.chess.analysis might be a good place to ask for chess experts (here too, but this forum is more specialized). I will be amazed, astonished, and flabberghasted if you can come anywhere near what IBM did (within one or two orders of magnitude). It will take you millions of dollars, that's for sure.
