Subject: Can a program see that this position is a draw?

This position is from games between Junior5 and inm301.

Is there a program that understand that this position is a draw?

I think that it is a draw because whits can sacrifice the rook for a pawn and
force a draw.

I expected tablebases to help programs to see the draw but unfortunately they
did not help hiarcs7.32 or crafty16.6 under hiarcs to see the draw.

If I am wrong and it is not a draw can a program see a forced mate for one side?
