A mobo usually only has one AGP slot, and it's basically for video. I think you
would be hard-pressed to find an AGP FPGA card.

Belle was around a long, long time ago, and I think FPGAs have improved a lot
since then. It is probably possible to put all of Belle's logic on one FPGA
these days. Basically you would be making Chiptest with an FPGA. I would find
out everything you can about Belle (and to a lesser extent, Chiptest) and start
from there.
