every team is playing every team.

I am not sure about the rule but I think that you can have 14 players in a team.

In the past it was by game points
last year there was a special bonus for winning(the bonus was bigger in the
first  boards(I think 0.6 points in board 1 0.5 points in board 2,0.4 points in
board 3,0.3 points in board 4 and 0.2 points in board 5 but I am not sure)

>As an operator, can you resign for the program, offer/accept draws, etc.?

I think that I have the right to do it.

Yes.
I know that Israeli teams played in European Team championships
