Alexandre Lesiege, from my country Canada, received his GM title in 1997. His FIDE rating just prior to this was listed as 2500 (his present rating is 2550). He received his third and final norm by winning the 1997 Quebec Open (defeating three GM's and finishing with a performance rating of 2751). More recently Maurice Ashley from U.S.A. acheived his GM title. His rating at the time was 2520.
