Yes, exactly.  Without -b it expects its own input language.

If you do not intend to use the native input language,
but only want to feed EPD files, you can set the environment
variable CHEST_OPTS to contain "-b", and can then omit it
from the command line.

A later version of CHEST may get an "autodetect EPD input" feature,
but currently you must tell it explicitly.
