Actually, automated computer accounts can play on ICC for free.  (Excluding
Crafty clones)

That being said, ICC gets my money for three reasons:

1) The quantity and quality of the opponents is much better.
2) ICC members tend to be better behaved than FICS members.
3) Blitzin is a wonderful interface.

I think $50/yr is incredibly cheap for the quality of service ICC provides.  It
works out to a few pennies an hour if you're a chess junkie.  ;-)
