I am not sure this is always a valid comparison, although it might be, without
knowing the internal workings of the programs.

Example--in Rebel Century I believe that adjusting the user-adjustable
parameters will simply modify the internal parameter (not seen by the user) in
the program by a certain percentage up or down.  The user doesn't know for what
that internal parameter is--it might change from program version to program
version, although the 'default' adjustable parameters may look the same.  If the
internal parameter has changed, the fact that the adjustable parameters look
identical to the user may not mean the programs are identical in weighting
material and positional aspects during evaluation.

I don't know if CMxxxx programs directly use the exact settings the user is able
to modify, or if those user-adjustable settings cause the program to adjust some
internal figures up or down, similar to the Rebel situation.  The adjustment
might not be by percentage, as in the Rebel case, but by some scaling factor not
obvious to the user.
