Please look to my reply to Amir in other subthread.

There are 2 different situations:
(1) Kasparov is ready to play a rematch, he just want some (pre)conditions -
e.g. minimum size of prize fund, necessity for DB III to play with other
opponents, etc. In this situation Hsu (or anybody else) can call potential
sponsors, and say "here is the paper that is signed by Kasparov, and I can
fulfil his requirements giving some sum of money". Obviously, Hsu contacted
Kasparov and his representative hoping for such a scenario.
(2) What happens in reality: Kasparov says "I am taking back my rematch
challenge, and I will treat you exactly as other (computer) challenger. I don't
want to discuss even possibility of a match, let alone match conditions, now.
And I have no obligations before you or your sponsors". I don't believe it's
possible to find a sponsors (not match sponsors - entire project sponsors) in
this case.
