Yes you could add the penalty to the hash score, there will be some hashing differences. But that might not matter much. One should be careful of giving a penalty for moving pieces twice as some manouvers that win material consist of a few pieces moving in concert. In endgames it would be stupid as hell to do that. If a root move is a re-/capture it might be better to not penalize also. Thanks Dan Andersson
