These "stronger programs",as you call them, need to have their people actively seek similar matches or tournaments. They would also be fun to watch and no doubt, come under heavy scrutiny. Some are doing this. I'm looking forward to the upcoming series of games from Israel that will include versions of Junior, Fritz and Rebel.
