Just for consideration.  :)

Kasparov has continued to play chess.
Kasparov rating has continued to go up.
Kasparov rating is at it's all time highest.
Kasparov rating is higer than anyone else ever
achieved.

Thus a strong argument can be made that Kasparov
is the strongest chess player (with or without any
title).  IMHO.  :)
