First, I have no problem with the way you're doing things now.

Here's my idea. The rule of thumb is that if you double processor speed, the
rating increases 50 points. So:

hardware-normalized rating = ICC rating - log base 2 (MHz)

Here's the list with the ratings normalized in this way:
