Because it is shipped later to SSDF than the previous fritz was sent,
and in that time there was only 1 program new with a high rating.

In other words, if they get allowance to do this, then suppose
Ed for version 11, first sends an update for rebel8, which ONLY gets
a better score against fritz6 and nimzo732. Then he also at the same time
sends an update for version 10 which does the same. Then he ships in rebel11.

We talk about real small differences at SSDF list. A few small changes in
rebel8 (book basically) and it will do much better against nimzo 7.32 and
fritz6.
