I know enough to _not_ accuse someone of cheating, "because I felt like they
had to cheat to beat me."  I _have_ accused one person of cheating at ACM
chess tournaments.  I saw him.  Someone captured him on a video camera.  _That_
is grounds for calling someone a cheater.  _not_ what Kasparov did.

You do _not_ make an accusation and then wait for facts to appear that either
support or contradict the accusation.  You get the facts _first_.  Kasparov
did not.
