  You can get the effect you are looking for by two other methods.

  First, you can just set many programs to take a given amount of time per
move.  Arasan for Windows allows this, as one example.  With a few secs per
move it will not play that strong, especially if you do take longer to think on
your
turns.

  Secondly, many programs allow you to set the maximum ply they will search
the position to instead of time controls.  Put a small number here and they will
not play that well.  Put one ply and they will play like a 3-year old
beginner...

  Piece odds games would be nice for practising tactics at the best settings for
the program, if you can't bear getting beat in an even game too.

  Hope this helps, there should be programs that do what you ask for, but these
solutions seem simpler to me.
