Regarding adjudication,  I believe human intervention should be kept to a
minimum at all times.  If a program loses on time or runs into time trouble that
is the fault of the program/programmer or it could be that the other program is
playing such good moves that it needed to use the extra time just to stay in the
game.  That's why we use clocks to begin with.  You can use extra time when you
need to but in the end you have to pay the piper.  The only time I adjudicate
games is when it's an obvious draw and neither side has winning chances or when
one side is completely busted and even I could win the game from that position.
I only play blitz games on ICC and I lose about 40% of my games due to time.  I
continue to play hopeing to improve my speed but I understand that time is an
integral part of the game that must be accounted for.
That's my take on the subject.
