With sites that have loads of serial numbers and cracks, as long as they are not letting you download a fully workable cracked version of a porgram then it is not illegal to have these cracks as long as they are just the cracks and not the program, it is only illegal if you use crack, but having them there on the sites and available to download is not illegal for the person, its only when you use them. To put it easily - Downloading a fully cracked program is illegal - People can have cracks and serials on there site, it is only illegal if you use them to crack your program.
