Rob is right that 'broken positions' are 'slots' in the index that do not
correspond to a position that can be reached.

In fact, given Eugene's indexing, sophisticated in order to make the index-range
as short as possible, this means:

1)  some (but not all) positions with the side-not-to-move in check
2)  index-slots that correspond to two pieces on the same square (e.g. in KQRK)

Eugene avoids creating an index for a position where the side-to-move is giving
an 'unblockable check' to the side-not-to-move, e.g. Q/R/B/N 'adjacent to' and
giving check to the K.  This is part of the 'clever bit'.
