If somebody felt like organizing such an effort, maybe CCC could have a page
where members could submit their own individual reviews of a program.  For an
example of how that could posibly work, see this page from Harmony Central where
people can submit reviews of guitar amplifiers, this is a good thing because it
gives musicians a wide variety of opinions before plunking down their hard cash
for a major investment: http://www.harmonycentral.com/Guitar/Data/

It's a great resource for opinions on music equipment, probably not such a bad
idea for Chess software.
