I do not believe that a group vote is relevant.  Moderators are elected to
represent CCC members.  This is a moot point, though, because I also do not
believe that moderators have the authority to ban someone permanently.
Moderators are elected for the duration of their term of office.  Decisions they
make cannot -- and therefore do not -- bind future moderators.

To ban for the duration of a moderation period (and to recommend to the
succeeding group of moderators to maintain that ban afterward) is rather
extreme.  A temporary suspension of posting privileges has been effective in
some prior cases.  I believe that this is the appropriate course of action in
some cases.

It is often not possible to know for sure that two accounts are used by one and
the same person.  When this _can_ be believed beyond a reasonable doubt, it
would be possible for posts by the banned member to be deleted, but insofar as
this would probably encourage them to cause even more of a problem, it might
well be counterproductive to do so.  I have to think more about how I would
handle this situation.
