This isn't an illegal pawn configuration.  I constructed a (stupid) game to show
that it is reachable:

1. a4 c6 2. c4 b5 3. axb5 cxb5 4. cxb5 a6 5. bxa6 Rxa6 6. Rxa6 Nxa6 7. b4
Nxb4 8. Ba3 Qb6 9. Bxb4 Qxb4 10. Nc3 Qxc3 11. dxc3 d5 12. c4 dxc4 13. Qc2
