This is my own statement, not necessary Dann's or KD's.

What I think happened is that there was some discussion amongst the various
people involved, and differences in language, plus differences in perception
about how the server works, caused some of those guys to think that they were
removing the account, which would have allowed Chris to create a new one, and
some of those guys to think that they were changing the password, which was
effectively a ban.

I think that accounts for some of the confusion you saw from those guys.  I
don't think they were together on what they were doing, so you end up hearing a
very dissonant sounding mess from them.  One of them says something that is
correct according to his viewpoint, and another with a different viewpoint goes
along with it and adds a bit that doesn't make much sense.

I think that this confusion has spread to Tim and Steve.

I understand that this was all a mistake so I don't criticize any of them
anymore.

Chris was banned by the first-term moderators.  I was a moderator during the
second term, and worked to get the first-term moderators admit that there was a
ban.  I uncovered the confusion after making them extremely angry with me.
While I was involved in this process an account that I believe can be proven to
be Chris misbehaved spectacularly, apparently in response to the suspension of
Thorsten, and was banned.  I ceased my efforts to define and remove the ban on
the other account.  I do not believe that the third-term moderators removed the
ban.  The current moderators have not removed the ban.

Several months ago I sent Chris a mail asking him if he even wanted to post
under his own name.  I did this upon my own initiative, in order to find out if
there was any interest, and had I received a response, I would have initiated
that process with my co-moderators and with Steve.

It is my current plan to pass along a detailed version of events to the
fifth-term moderators, and if they remove the ban it certainly won't wreck my
day.

I don't want to press forward with this now, because the next moderators may
have their own ideas, and I am not interested in trying to dictate what they do
during their term.  As far as I am concerned, my term is over, I am just a
caretaker until the elections are over.  I don't want to push any last-minute
initiatives, the time for initiatives is when you have to live with the
consequences if they don't work.
