Possibly Rebel is using a small "contempt factor" here. This is a small number that you add at the base of the tree if you want the program to avoid going for easy draws unless it really gets into trouble. There are also other asymmetric factors that could cause a program to be either optimistic, or pessimistic, about the position. Ed has said in the past Rebel has a few minor asymmetric factors, but nothing serious. CJS Purdy (and probably others before him) used to say that white's advantage in the starting position is about a sixth of a pawn.
