17. Ng3 needs to be supported by other pieces, I think, to stop f5. If instead
of 19. Qe2, white's queen stayed on f3, it may help prevent f5. h3-Nf1-g4 can
then be played sometime.
17. g4 looks very interesting. It doesn't appear much worse than, say, Ng3...
Ng3 is the best move as far as I let it search, with a score of about -1.
g4 has a slightly lower score:
depth score PV
13 -1.23 17. g4 Rfd8 18. Ng3 g6 19. Nf1 Qa3 20. Ne3 Bg5 21. Rd3 Qa5
22. Na4 Qc7 23. Nc3

I don't know how reasonable this is, but:
depth score PV
12 0.16 9. Qd3 O-O 10. Ng3 Be6 11. Nf5 Bxf5 12. exf5 d5
13. cxd5 Nxd5 14. Nxd5 Qxd5 15. Qxd5 cxd5 16. Be3
versus:
depth score PV
12 -0.01 1. Bg5 O-O 2. Qd3 a5 3. f3 Be6 4. Ng3 d5 5. exd5 cxd5
6. Bxf6 Bc5+ 7. Kh1 Qxf6 8. cxd5
