I don't think so, because black hasn't played c5 yet:  Ke1 Ke4 Ke2 h4 gxh4 Kxf4
Kd3 Kg3 h5, and now white's h-pawn will cause problems, then maybe f4 h6 f3 h7
f2 h8=Q f1=Q+ Kd2 Qf4+ Kd1 c5 Qh7 Qe3 h4  I think black must force a perpetual
here, as white's h-pawn will cause problems.
