Not IMHO.  IE which would you rather play, 15 0 or 2 12?  if a game lasts 60
moves, 15 0 gives you 15 seconds a move and at move 60 you are out of time.  You
probably move much faster the last half as time is winding down.  At 2 12, you
average 15 seconds a move forever almost, and _never_ have to worry about
time.
