At least the FIDE-part of the Swiss chess agenda claims that the 50move
counter shall only be resetted after a capture or a pawn move.

I never was a big fan of this rule, since it seems obvious to me that the idea
behind this 50-move-rule is the "non-reversible" aspect of it and then
castling or losing castling-rights should also be included. But then, it's a
rule and - like a definition - it can't be wrong. (it can be silly/useless
though :)
