Depends on how you read it.

16.6   16.11

as a real number?                        16.6 > 16.11
as a major version and minor version?    16.6 < 16.11

The version isn't supposed to be read as a decimal fraction.  Bob's convention
is very normal in the unix world.  But most of ChessBase's users can't be
expected to know that, so adding in a zero is a good idea.
