Put Winboard where you want it on the screen by dragging it there by that bar at
the top of Winboard (where it says "Winboard") and then stick your curser down
at the lower right hand corner of Winboard till it shows diagnal directioned
arrows, then left click, and stetch Winboard to the size that you want it.

It's not really possible to maximize Winboard, but if you object to seeing all
the clutter on your desktop, then try right clicking on Window's Taskbar at the
bottom there, and select "Tile Verticle" or horizontal, and Winboard will cover
everything up with a big window, but the board will now be located in the upper
left of your screen.
