Programs don't understand the difference.  IE if _you_ can force a repetition,
then I might well play a different one, simply because 0.00 == 0.00 and the
search doesn't know the difference.  This is why you often see programs use
oddball values for DRAW.  If we both use +.20, then one side will often reject
the repetition and avoid it or else force the opponent to take it.  But once
the thing sees that repetition is unavoidable, the search can easily choose
to force it itself, rather than letting the opponent force it.  Same score.
