Basically, you can freely copy programs under GPL and distribute their source
code.  You can even charge for them.  But, if you make changes to the source
code or use any part of it and try to distribute it, your programs will also
have to have source code available (it's viral).  The license has not been
tested in courts.  It is used by Linux.
