There are two reasons why Intel will label a 400MHz Celeron "400MHz":

A) Lots of people want a 400MHz Celeron
B) The chip doesn't run faster than 400MHz

Usually the reason is (A), in which case, the chip can run faster than 400MHz.
Many Celerons are rock-solid when run in a BX motherboard at 100MHz FSB.

Sometimes the reason is (B), in which case, the chip will not work if you
overclock it.

So, if you want a Celeron that you can overclock, you do still need a little bit
of luck. Unless you are in a position to pick the serial numbers you want...
