Ideally, every program would be able to participate.  The problem is getting
enough operators for each program.  Since the games will last so long (at least
a couple months, surely), there will have to be as many operators for each
program as the number of other programs competing, so that every game can be
played at once.

So far, it doesn't seem like there's too much interest, so it may not happen at
all. :(  Hopefully a bunch of people will want to participate, so I can get this
going.  The results won't mean too much, since there's only one game for each
program against each other program, but it will still be fun and interesting.
