If the decision which lines to search is based also on evaluation(it is not just a theoretical issue) then the slow searcher can be better in tactics than the fast searcher. For example a null move program with no knowledge can decide to prune an important line because it believes that there is no threat when the same program with a better evaluation can decide not to prune the relevant line because it understands that there is a threat so it can see the tactics earlier.
