We can know only if we see games between tal and other programs. It is impossible to be sure based on one match of 20 games. Some programs have problem against specific programs. It is possible that tal is 120 elo weker than shredder based on games between them but only 50 elo weaker than shredder if you consider also games with other programs. I do not know if this is the case but we cannot be sure from one match that tal is weaker than fritz,Rebel and mchesspro. Uri
