That is one of many questions that I have.  Also, consider the first position:

1r2r1k1/1pqbbppp/p2p1n2/4p3/P3PP2/2N1BB2/1PP2QPP/R4R1K b - - acd 15; ce -13; pv
Qc4 Qg3 Bc6 fxe5 dxe5 Be2 Qe6 Bd3 Kh8 Qf3 Rbd8;

Now, the suggested moves with their respective values are:
Rbc8    10 points
exf4     9 points
Bc6      7 points
Rec8     6 points
b6       6 points
b5       5 points
Be6      4 points
h6       3 points

Now, the move in CAP gets zero points, which should indicate that all of the
above are infinitely better, positionally.  Is that really true?
