That is not a correct definition IMO. You can't detemine whether a move is better or not, just because the program believes it this very second. If that was the case then a program should move everytime it changes its "mind", since the move must be better by your definition. That obviously isn't the case. Some programs cycle through a lot of choices when the position isn't promising, which also contradicts a decision based on your definition. So the definition is somewhat dubious to say the least.
