I don't have enough games, but last time I tried (6 months ago), Genius5 and
Tiger 12.4 were apparently equal on this hardware.

That was game in 10 minutes. I played 20 games or so.

This is also why I still admire Richard's work. If hardware did not have
improved as significantly during the past 10 years, Richard's old programs would
still be on top!

I wonder if there is any program that could beat Genius5 in blitz on such
hardware.

I must add that there have been significant changes between Tiger 12.4 and Tiger
13.0, so maybe it's better now. But I have not tested.
