I think the answer is between the two following lines:
86 Mephisto Lyon 68030 36 MHz 2151 28 -27 716 68% 2016
111 Mephisto Berlin 68 000 12 MHz 2015 22 -22 986 57% 1966
I take Lang's programs as reference as they are known to be well optimized for
680x0 processors.
The DragonBall processor is close to a 68000 (at the same clock frequency). So
the Mephisto Lyon @36MHz would be above, and the Mephisto Berlin is clearly
below.
My best guess is the rating of the Berlin on 68000 @12MHz + the elo difference
you get by speeding up the processor to 33MHz (that makes
70*log(33/12)/log(2)=102 elo points).
So it would be rated 2117 elo (SSDF). This does not account for software
improvements that have been done since the Berlin, maybe 50 to 100 additional
points? I don't know...
So 2200 SSDF elo looks like an upper bound. In the state of the art...

I don't see what kind of module we could add to improve things. I guess the only
useful module would be a faster processor, but you would not like the dimished
battery life that would result.
