ChessTiger 14.0 using ct.tbk engine book will not play the kings gambit.
The only engine book that plays 2. f4 the kings Gambit is the gambit.tbk
available to registered users of RebelTiger II.

If you have use gui books ticked and the gui book has the kings gambit then
it would play it. Myself I use gui books to ONLY supplement poor lines or
lines that Tiger don't do well in.

Again if gui books is ticked all the engine book then does is pick up where
the gui book leaves off. But your message at the Rebel board indicates you
only were using ct.tbk and that book will not play the kings gambit as white.
