The truth of the matter is that any player would get their GM norms
given enough tournaments (assuming you could get invited to them!)

If you are a 1500 player, you have a tiny but small chance of beating
even Kasparov.  It's probably one of those things where you would have
to play thousands or millions of tournaments in order to make your
chances high.  The odds of getting a GM NORM if you were a true 1500
player would be astronomically low but still possible.

So it's not hard for me to believe by picking the right  tournaments
Fritz (and other great programs) could achieve this given enough time.

It's probably more productive for us to "define" what a grandmaster
is in terms of FIDE rating.  There is no set number but as long as
we are going to speculate anyway, I think this is a less ambiguious
question to answer.  It should be a somewhat higher number than the
lowest rated recent Grandmaster but less than the average Grandmaster.
Perhaps something half way?
