The position is *technically speaking* won for white. So any reasonable program
can do it.
The question really is: will it be possible to mate black within 50 moves when
white plays Kd6 instead of the "defective" Rxf5?

I think it's clear that either white can force black to swap a rook, and in that
case it no doubt will be a mate in 15 or so. Any complete 5-piece tablebase can
tell. If the swap will not happen - black choses to run around with the king -
it's clear that white even can mate black faster. Let's say - ummmm - mate in
12.352 :) ?
