And why don't you think it is a M.Sc. thesis?  An M.Sc. thesis must demonstrate
mastery of a subject, e.g. a thorough familiarity with the area of discussion.
I think that his thesis does exactly that.  Contribution of a major new idea is
specifically _not_ required; that's for the Ph.D.
