I agree.  I have seen several types of Master's theses:

1.  New stuff just like a PhD dissertation.

2.  Summary of what has been already done, like an anthology of sorts.

3.  a project that was written up that didn't necessarily break new ground,
but took significant time to complete.

4.  anywhere in between any of the above.

And of course many top CS programs don't even have master's thesis as a
requirement.
