this matter was covered in english in some detail at chessbase site, although
tongue in cheek. the arbiter knew the player wasn't doing his business in the
stall, so your complaint seems to be a red herring. and since you live in the
land of that notorious cheat, althoffer, perhaps you may feel better knowing
that your arbiters are attempting to keep your national opens honest enough so
that other players will consider joining them and they might continue to exist.
