This idea could be >refined. This changes chess too much. A draw should still be a draw, but it should not be so easy for players to think, "eh, this looks like a hard position...draw?" If they are forced to play to a certain move number, or to a point where there has been no progress (no captures or pawn moves) for some number of moves, then they are forced to make something of the position, and by the time they are allowed to agree on a draw, hopefully the position will have changed enough so that one side thinks they are better, and that would further reduce the number of draws by agreement.
