I think there is a better simpler solution, one that solves two problems with
one stone.

We give white 20% more time on the clock, but in return white must win to get a
point, a draw is a full point for black.

The percentage could be negotiated so it was completely fair. It would also
eliminate the inherent advantage white has in every game, often estimated to be
worth 35 Elo.
