Yes, a program (or its proxy), will be given a login script to run prior to the
start of play and also for use in case a game is interrupted.

Pairings will be announced prior to the start of the event.

Probably FICS.  An even simpler alternative would be to just send EPD strings
back and forth; I suspect that nearly all programs have used EPD test suites, so
this should be a minimal modification to existing source.
